The Phantom Blot moved away from the finderscope, having seen enough. "Ah... very interesting. What a strange looking circus that has emerged onto the stage." Leaping out of his chair, the super villain began to pace around his base, hand on chin in contemplation. "But this presents a very dire problem indeed... these newcomers don't appear heroic in any sort, so that can only mean one thing: competition! As if I need any more no-good-doers mucking up my plans for St. Canard, I haven't even figured out any sort of plan with the ones already living here! Bah!" The Blot slammed his foot on the ground. What a chore these new foes will be. And why'd there have to be so many of them? That's not fair in the slightest! "... Ah... we're all villains here. There's no such thing as a fair fight, now is there?" Just then, an idea hit the Blot. "So, it's a battle of numbers, is it? Well then, it's a good thing I have friends in very low places!" The Phantom Blot made his way back over to his desk, finding a classic rotary dial telephone. Holding the handset, he began rotating the dial. Hopefully the old crone or one of her dope sons would pick up the other end of the line. He hopped onto his chair and waited. Surely, if he could bust out of his tacky jail cell, so too could Ma Beagle and the Beagle Boys . Meanwhile in the nearby city of Duckberg, the infamous Ma Beagle was in the of making an absurd amount of fudge. It seemed like normal cooking at first, until she suddenly pulled out some files and lock picks into the batter. This was part of Ma Beagle's daily routine as she cooked up another method of escape disguised as a desert for her dear boys in prison. It's amazing how none of the guards ever caught on to how her deserts were the keys to their escape.s All she needed to do now was put in a little sugar and the get out of jail fudge would be complete. That was when the phone rang loudly in her ear. It caused her to spill the sugar and ruining her criminal confection. "Oh fudge! There goes my fudge. Who could be calling at this hour?" Ma Beagle grumbled as she picked up the phone. "Hello? Who is this?" Ma Beagle said as she hid her anger by her sweet old lady act. While most of her callers were her boys or fellow crooks and scoundrels, she like to make sure to sound like a sweet innocent old lady just in case it was a regular call, or the police.

I'm not really sure if I'm supposed to wait and let Justin decide what we encounter, or if I'm supposed to set up the landscape myself, and I don't really want to inadvertently jump the gun and overstep my bounds either. Although I’m thinking doing a local bank or an random hideout for Fearsome Four’s debut. Also no touch on Negaduck’s building and same goes for Bulba whenever I get around to it.]

Mozenrath cast his gaze about almost tourist-like as he strode into the midst of the St. Canard Towers.
To his left, a staggeringly tall building, 300 floors, the pinnacle spire of the city. To the right, a tower that would have looked comically small at only 22 floors if you didn't remember that 22 floors was very tall to begin with. A block ahead, visible down the thoroughfare, a gleaming blue clock tower.
What could he find out here? The tallest building, the 300-floor one, seemed to be under construction as a remodel for an up-and-coming corporation called "Quackwerks." (It also used to be Negaduck's first hideout from which he'd taken over the city, but Mozenrath had no way of knowing that. Nor did he know Quackwerks was Bulba's brainchild.) The 22-floor one belonged to the "Swine Corporation" if he was understanding the sign correctly.
"Well, this district is the pinnacle of capitalism at work," Mozenrath remarked. "One wonders if perhaps Quackwerks and the Swine Corporation sell similar products. Maybe they're at war? Maybe something to exploit, if we ever come back on a return trip..." He laughed. "Oh, bazaars are so strange in the post-industrial worlds. See, things are so much simpler back in the Black Sands. I farm everything, I manufacture everything, and I sell everything. For chump change, of course, because Mamluks don't have pocket change. Technically, the Black Sands don't even need an economic infrastructure...but a guy's gotta have a hobby."
